Try this:

var doc = app.activeDocument;

var str = doc.xmpMetadata.rawData;

var rex = /<([^>]+)>([^<]+)<\/(?:\1)>/m;
var m;

while (m = rex.exec(str)) {
   var tag = m[1];
   var value = m[2];
   alert(tag + ' : ' + value);

   str = RegExp.rightContext;
}
