You didn't tell which Xerox printer you are using. But many of those RIP the PostScript to an intermediate 
(interpress based) format which is then fed to the print engine. Thus, e.g.for the Xerox DocuTechs, the PostScript supplement states: 

Bind, Collate, NumCopies, Staple, ... If a page device with one or more of these keys enabled has been installed, subsequent setpagedevice requests during an open stream to change this feature will be ignored once the showpage operatir has been consumed by the interpreter. 

That means, your NumCopies setting will be honoured only for the first time.
