I guess that it succeeds with the presence of the gsave is a bug.

According to the definition of setbbox, the current path (even under construction) must fit completely into the interior of the rectangle defined by the setbbox operator.

If you replace the "10 10 15 15 setbbox" by, e.g.
"0.1 setlinewidth 0 setlinejoin 10 10 5 5 rectstroke",
you will see that the "ugu" string exceeds the rectangle (the lower part of
the gand the complete second u). Thus, failing (causing a rangecheck error) is the expected and correct behaviour.
