It's up to you to analyse the files and see whether it's easy or hard
in particular cases.  You certainly need to start by learning
PostScript, but don't assume that makes it easy.  

I think we would have to say that the best way to convert PostScript
to PDF, given that these are the Adobe forums, is Adobe Acrobat
Distiller!
