No, this is mixing up two concepts.

Distiller needs to be able to find a font, in order to distill a file
AT ALL. It may or may not embed it.

The View > Use Local Fonts test only checks whether a font is embedded
in the PDF. In all cases, Distiller must have found the font, or it
will substitute Courier at distill time.
