It is not valid. It contains a whole lot of things that are not in the
PostScript language. It seems to be missing a header.

It may have been created for use with Adobe Illustrator, some versions
of which can open a file like this. It is not a valid EPS.

Photoshop is a poor tool for testing EPS files. It can't open every
EPS. Distiller is a better tool.

What was the file extension before you changed it?

The PS code is missing all of its procedure definitions; it looks
rather like an Adobe Illustrator .AI file, v6 or earlier (except that
Adobe would supply the application name in the "Creator" comment), in
that it relies on an external "header", "prolog" (note that there's
nothing between the "BeginProlog" and "EndProlog" comments), or
"prep" file.

You could try renaming it with an .AI to see if Photoshop or
Illustrator will recognize the 'shorthand', but it appears that the
best result you can expect will be incomplete; even if you were to
reconstruct the prolog by assuming "m" means "moveto", "l" "lineto",
"c" "curveto", "f" "fill", and so on, there would still be a problem
in that the script seems to end prematurely, leaving six numbers on
the operand stack and an unfinished, unpainted path on the graphics stack.

Hello, and Aandi is fundamentally correct. As an additional note, Distiller probably won't handle this EPS file either; the various operators (g, m, l, v) are shortened forms of PostScript operators (setgray, moveto, lineto, curveto).

As Aandi has pointed out, without a parser to associate the g with the setgray, Distiller will not recognize the intent. Illustrator, again as Aandi has pointed out, will often accep the shortened operators without a parser because it has built-in dictionaries.
