All versions of Windows since 3.0 (in 1990) include a PostScript
printer driver.  But it is not installed by default, you have to add
the drivers you want.  In Windows 95 and later this is done with the
ADD PRINTER icon.

Adobe's universal installer just bundles Microsoft's standard windows
driver for Windows 2000, for convenience in installing a printer from
PPD.
