For a colour printer, you cannot generaly suppress colour by changing the PPD. Even for b&w printers, an application is
free to send coloured text/graphics to the printer, and the device driver does not convert that to grayscale. You can
end up with pages that are partly in colour (text) and partly in b&w (raster graphics, for which the app bothered to
check if the printer supports colour and decided to send them in grayscale to reduce the amount of data).

The only chance would be if the printer itself could disable colour. But even then changing the PPD is not foolproof.
The whole PostScript code is generated on the client computer, and depends on the PPD installed there. A client may use
the colour PPD, then change the printer port to the b&w queue.
