OK, I'm exhausted. I've un-mapped my network drive, closed everything, made sure all my Norton Anti-Virus and Script-Blocker was off and gone into the task manager and closed everything that the computer would let me close and I still can't get the Set-Up to run. I got a second versions of Winsteng from my Service Bureau and it reacts the same. Then, I took that same disk, put it into another computer and it runs just fine.

So, there is something on my computer or about my computer that is not allowing this Set-up to run. I've got a Dell Workstation, only 2 years old, Running 2000 pro and I can't imagine that my ISDN card is funky or wierd - in fact it was another Dell Workstation a couple of years older that the same Winsteng run just fine on. It just doesn't make sense, but there is something about my hardware or software or system settings that Winsteng doesn't like. Any more ideas...
