Unwanted scaling when using Web Capture to import HTM pages

I'm using "Tools > Web Capture > Append Web Page" to import an htm page (which contains links). Then I'm using "Tools > Web Capture > View Web Links" to import linked htm pages. I'm doing this to create a PDF version of an htm page.

The Append Web Page dialog includes a Conversion Settings button. I've de-selected the "Scale to Fit Width" option in Conversion Settings dialog. However, the text in the imported files is still scaled to fill the page length. I haven't found a method in the Adobe help for turning off this automatic scaling.
