How to "activate a mobile device"?

Howdy, y'all; I'd like to read a purchased PDF document on a Palm T3,
but I'm unable to "activate" the device. Using Reader 7.0.0, and PalmOS
Reader 3.05, when I click "File>Digital Editions>Authorize Devices", an
IE instance starts, I'm prompted to enter my ID, and then see an error
dialog with 4 messages including "Adobe DRM Activator error
(-2147483632)", and "Fault location: 7". The error dialog also says
"Contact customer support," but of course no support is provided for
Acrobat Reader.

I followed the instructions given in Reader 7.0 Help, but it's not
working. Any ideas? TIA.
