I don't think that there is anything the Palm side will have to 'recognize'. There is no (at least no official) way to update individual PalmOS applications, with or without HotSync. Have you ever tried to hotsync as the administrator? Btw, there is no need to reinstall PalmDesktop (including HotSync) for every user (without administrator authorizations), just call (once per user) 'hotsync -r' resp. 'palm -r'.
