Hebrew letters unreadable in text format

Hello,

when I try to save a pdf file (which contains hebrew letters)
in text format, those letters are not always unreadable
but even the decryption of the signs seems to be completely
randomly, as I experienced when I tried to identify the
signs by associating them one by one to a letter.

I would be happy if someone here could find a solution
for this problem or give me another link.
