Toolbar settings not saved in AR 8?

Whenever I start AR 8.0.0, it defaults to having no toolbars visible. I can't figure out how to make it keep my favorite toolbars as the default toolbars.

I realize I can tell it to restore the last view settings on a document-by-document basis, but I want to change the default toolbars for any document.

I don't recall this being a problem in AR 7.
