I am having a similar problem with Adobe Reader 7.0.8. I cannot see the commenting toolbar when viewing a PDF that was created by Adobe Acrobat 7 Pro with "commenting allowed". In the Reader, when I look at the File>Document Properties>Security settings, I see "Commenting: Not Allowed". However, when my officemate looks at the same PDF's File>Document Properties>Security settings, he sees "Commenting: Allowed". Any ideas on what could be causing different people to see different "Commenting" settings on the same PDF file?
