Using sticky notes

I use Acroplot Jr. inside of AutoCAD to write pdf files. There are check boxes to allow permissions for the reader to comment and attach notes to and so forth. I have these boxes checked. When I go to read a pdf file and try to use sticky note, etc. in the pdf file that I had just written it doesn't allow me usage. I try to add toolbars and it says the originator has set security on these. Properties menu also says commenting not allowed. How am I able to use the toolbars for commenting and adding notes to a pdf file. Other users are sending me pdf files with sticky notes attached and I assume this is included and not an add-on.
Could somenone try to inform me on this issue.

Thanks
