It worked if you do this: when you get the error about the temp drive, find the location where the files have been unpacked (like c:\users\yourname\locallow\netopsystems\temp), copy temp folder to your desktop first or all to a different location, then dismiss the dialog. once you dismiss the error dialoge box, it will delete the temp folder from c:\users\yourname\locallow\netopsystems\temp. so now run setup.exe from the temp folder on your desktop. it will install successfully.
