My question is when the PDF is opened should it alert the person opening
it that the required fonts are not available or does it just choose any
font to display?
No.
In fact if the printer is worth their salt, they would check to see if the fonts are embedded before they go and print a proof.
Fonts are the biggest problem when it comes to printing so that, in my opinion, shows their lack of experience.
You need to choose to embed all fonts when you create the PDF.
