Actually I found a fix that worked on another post; when you get the error about the temp drive, find the location where the files have been unpacked (like c:\users\yourname\lowlocal\netopsystems\etc), copy them all to a different location, then dismiss the dialog. Go run setup from the files you copied and it works.
