I don't have a solution for you, but I am also having this exact problem on Windows 2000. After trying to uninstall it and re-install it, I uninstalled it again, ran a registry cleaner (thinking there were registry entries that the installer left behind), and then tried to re-install both 7.0.8 and 8.0 to no avail. I'm stumped.
