Problem viewing PDF in web browser

In my work we use a document management filing system. We often scan in documents and use PDF's to view them . Then we would send a link to the document through a ewb browser rather than the pdf. Only problem is when opened in the web browser it displays the document in a different view from what it was scanned making it near impossible to read. Any suggestions?
