Submit complete PDF from Form

I'm trying to create a form that users can download, fill out, then click submit and it will e-mail a full PDF form file with the user inputted data in the fields.
I created this using Adobe Designer. I had to use a generic button then set it up to "submit", with PDF selected. This worked great on my workstation, which has Adobe Pro 7.0 installed.
However, when other users, with only Adobe Reader 7.0 installed, when they try to submit they get an error "That Operation is not allowed."
When I edit the form to submit in different formats, like XML etc, it works fine for everyone. Why can't normal Adobe Reader users submit a full PDF document. Do I need to change anything on the form??
Thanks,
Dave
