I had created a MST with "Disable Display of PDF in Browser"

This creates a FeatureLockdown key in HKLM, so it will be unchecked, and greyed out so a user can't turn it back on. You need to delete this key first, then run the REMOVE command if you want it to be unchecked, but allow the user to check it again. You can also set this in the Direct Editor in Tuner by setting the installlevel to 101
