>From experience, I understand the difficulties in saving a soft copy locally with Reader 7. You can't. Does the new Reader 8 fix this problem?

It will be possible, in Acrobat Professional 8, to create PDF forms
that Reader can save, for a small number of users.

>Will the new Acrobat 8 give you more control over security settings to allow the creator to allow or dis-allow saving a soft copy of a file?

This is nothing to do with security. The process is called "reader
enabling" and is to do with granting extra privileges to Reader users
that they wouldn't normally have.
