How do I set global preferences so that they carry over to all users on a PC?

My company is installing signature capture devices (Topaz Sig Lite 1x5) for digitally signing pdf documents. Once I have installed the drivers, (sigplus.exe for the signature device, and Gemsign.exe for the Adobe plug-in), I have to set Gemsign as the default electronic signature method. I do this by going to Edit / Preferences / Security / Advanced, and choosing Gemsign as the default method to sign with and to verify. I do all this logged in with an administrator account. When I log out and have a user log in, these preferences are no longer set. Is there a way to set preferences once, and have them apply to all users that log in to the PC?
