I found the solution.
The server should set these parameters in the response header:
String mimetype = getServlet().getServletConfig().getServletContext().getMimeType(path);
//I had this when I had the problem
response.setContentType(mimetype==null?"application/octet-stream":mimetype);
//I had this when I had the problem
response.setHeader("Content-Disposition","attachment;filename="+path);
//I had this when I had the problem
response.setContentLength((int)file.length());
//I changed this from "no-store" I guess this is the critical thing
response.setHeader("Cache-Control", "must-revalidate, post-check=0, pre-check=0");
//I changed this from no-cache to public and the problem gone
response.setHeader("Pragma", "public");
//I added this and the problem gone, but I think this is not important property
response.setHeader("Content-Description", "File Transfer");
//I had this when I had the problem
response.setDateHeader("Expires", 0);
If you have no control other the server I guess you can do nothing about it.
