      Using the texttouchup tool, I added text. I sent it to a co-worker to
      test. She could not print the text, unless she selected the "print document
      and comments" in the print menu.




That shouldn't be the case. Are you sure you're using the TouchUp Text tool, Tools>Advanced Editing>TouchUp Text Tool. CTRL click on the PDF, select your font and mode, click OK, then type your text.

Anything else is just an annotation.
