I'm using Adobe Acrobat Reader in a Windows 2003 / Citrix environment. User should be able to view our Intranet (which includes pdf files), but not to print and save this documents.
The IExplorer can be adapted to limit the right mouse button, short keys and tool bars, but I haven't find a way to permanently prevent this at the Acrobat Plug In or Reader.
