Adobe 7 has no program association?

Hi I'm having a weird problem downloading Adobe 7.0. I have no other adobe reader programs installed. Before I used to be able to download the 7.0 easy. Now after I had to do a system recovery whenever I download the program an icon of a red box with a screen behind it appears whenI click on it it says "This file does not have a program associated with it for performing this action. Create an association in the Folder Options control panel". Then two ERROR boxes follow that.

Also, when I did my system recovery for some reason a lot of recent files I had saved were deleted yet none of my old files were. This could all be happening, because I recentely got a new Internet Service Provider.

Suggestions?
