Snapshot tool doesn't copy to clipboard

Why is the snapshot tool not copying to my clipboard? A message comes up that says the areas I have highlighted have been copies to my clipboard, but then there is no "paste" highlighted when I go to paste it into another document. What is wrong? Thanks!
