I/O error when downloading a PDF from Website

When I go to the website and right click and do the save target feature it downloads 10% of the file then it errors and we have to delete the off-line temp internet files. Then they have to open it in the browser and then save it. Yesterday I just had a person that had the infamous I/O error when trying to do that and nothing seems to fix that. I would like to know if anybody else has run into this problem besides me. We had made changes to our website (Load Balancer)so I am checking to see if anyone has run into something similar.
