can multiple "blank" signatures be imported as a form field.

I'm not following. What is a "blank" signature?

Once your certify a PDF, you can't make any changes to it. This includes adding any additional signature fields. Although, you can sign any existing signature fileds.

Any blank fields need to exist before certifying.
