In response to Rev. Page -I do not see a FDF file. I response to not using Adobe Reader from MarkATS If I go to help, I am using Adobe Reader 7.0.8 and it lets me highlight, underline, add comments/notes, but then when I close the PDF they are gone. I did also notice that I have a Plugin called "comments."
