I amdire Mike's advices. I have installed the whole version of the acrobat professional reader 7.0 with asia language package. Most of Traditional Chinese pdf files can be changed in cerrect proper code. Some of the pdf files like the file in my space(http://free.ys168.com/?hrlbq) can't be changed into proper Chinese word. Thank again for your attention!
