pdf icon not correct after 9 Customization of 9,1

Current status,

When the msi installs with the transform all pdf links show the default unknown link icon. No where in the transform does it reference the default icon.
The pdf will open with the link and in the file association the correct icon is reverenced.

Thank you in advance for information to repair this problem.
