I fixed this problem (cannot open PDF in IE browser) by unistalling 9 and installing 8.1.3 under Install Reader, "other languages" at Adobe.com. Then I deleted the two keys: HKEY_CLASSES_ROOT\AcroExch.Document and AcroExch.Document.7 by going into registry (run: regedit). Then I fixed by typing appwiz.cpl in run, which should open the add/remove program box, choosing Adobe Reader and choosing "change" then clicking "yes" to get it to reinstall the needed registry keys. You can find written instructions for this at Adobe.com/selfservice/view.. and looking for "PDF doesn't appear in web browser window (Acrobat 7.0 and 3D, Adobe Reader 7.0-8., and Acrobat 8)
Good luck.
