Reading PDFs from a website

I would like to know browser requirements for reading PDF webpages, and why, with Adobe Reader installed, some visitors 'see' an immediate PDF page, and some find their Adobe Reader program fires up to view the page.

I assume also that with the correct browser a pre-installed Adobe Reader is not required.

I have been through the FAQ and knowledge base without finding a clear answer, so any comprehensive references would be appreciated.

Thank you.
