GeoPDF area measurement problem

I'm having a frustrating issue with GeoPDF area measurement tool. The distance and perimeter tool seem to work ok, but the area tool gives a false result of 0 km2. I'm guessing the result that the tool is giving is actually the area compared to the paper size. I figured this out as I changed units to square meters and began to get some small values.

Is this a bug or do I have a error in a setting or an issue with GeoPDF creation?

This is how I do a GeoPDF map:

- save as GeoPDF in ArcGIS 9.3
- open in Adobe Acrobat Professional 7.0
- enable commenting and analysis
- save
- open in Adobe Reader 9.0
