Okay guys, it might be a rather drastic solution to Error 1406, but it worked beautifully for me.

I reformatted the computer with Recovery CD, next connected to the Internet and immediately downloaded and installed Adobe Reader 8. Viola. What happened was a new and correct registry was created with reformatting and version 8 installed with no problem.

This leads me to conclude that there is something in Adobe Reader 8 that does not agree with the earlier versions of Adobe installed on some computers.
