Adobe Reader 8 fails to install on Vista RTM silently

I have two Vista RTM machines - Reader 8 installed fine on one of them but on the other it just refuses to install. I have downloaded and saved the installer executable (AdbeRdr80_en_US.exe) on my drive. I right click and run it with admin privilege, I do not get any error message, once I click "run" on the Windows security dialog, I get no further UI at all. If I launch the installer again, I get error "Another instance of this program is already running. You cannot run multiple instances at the same time.". My account is admin account and UAC is enabled, so this is not the UAC issues as noted in the tech note I found on the support site.
