Is this intentional, the non-ability to save and send the fillout PDF?
Yes. That has always been intentional. Reader couldn't save filled in forms.
I read that Acrobat 8 will allow Reader 7 and 8 to save and send fillout
PDFs.
You are correct. If you create the form in Acrobat 8, you can enable it to be savable in Reader 7-8.
