I've been having the same problem - Mac OS 10.4 - but I'm not using safari I'm just trying to open a PDF with Adobe Reader 8 and it always crashes within a minute. I do get a crash report, which ends with it trying to read a Chinese language file in /System/Library/CoreServices/Encodings/ Does anyone have any idea why this is happening and whether there is a way to resolve it, or do people on Macs just have to use an earlier Adobe Reader?
