Forms Not Working on Mac; Have to clean install 7.0.8

I work for a public agency with thousands of Mac computers.  We
recently purchased a web-based application that allows the user to
fill-in Adobe Forms, then uses them to populate a database. This works
flawlessly on PCs.  The application requires Adobe 7.x or better, which
is fine.

On Mac OS 10, Forms didn't work. You could see the Form, but not the
fields to be filled-in.  We found that only a CLEAN install of Adobe
7.0.8 allows the forms to work. If there's an older version of Adobe
Reader on the machine, they won't work unless you completely get rid of
the older versions, THEN install 7.0.8.  We're using the latest release
of Safari as the browser (although it also happened on old versions of
Safari.)

I really don't want to have to touch every machine and perform this
process. Any ideas on what this problem may be? I've tested on
half-dozen machines, on various flavors of OS 10, and always get this
same problem.  Thanks!
