Is it possible to open image files (tiff, jpeg, etc...) directly with the Acrobat Reader?

No. Adobe Reader can open PDF files.

I've seen there is an Image Viewer plugin for Acrobat Reader 5 or higher, but on the Reader 7.0.8 won't install...

I have opened up a state approved PDF form in Adobe Designer, and have established a data connection to bring in name, etc onto the form. When I view this in Designer it works fine. When I close Designer and open Adobe Reader to view the merged fields, it only works the first time I open the PDF. After that the only way the data connection holds is if I have Adobe Designer open. The users will only have the Adobe Reader software. How do I get the data connection to hold when the users open just the reader?

This plug-in is already included with later versions of Reader.
Although it might seem obvious that "image viewer" is something to
read JPEG files and the like, it is not. The web page you pointed to
(thank you!) describes what it does.
