Hope someone can help

We have a user trying to open a page from the below site ( it is in Chinese)
 <http://ftp.37tcm.net/index.php?o=display;id=1250> (it can be any PDF on this site.)

On PC's with Adobe Writer installed, the PDF's download and open fine.

On PC's that only have Adobe Reader installed PDF's do not fully load ie: you only get half of the first page sometimes.

I know the simple answer is to install Adobe Writer onto the PC's but with well over 1000 PC's thats a huge Cost the organization is not prepared pay.

We have tried installing the Asian language packs we have even tried installing the Asian Version of Adobe Reader but the only way we can get PDF's to open from this site has been by using Adobe Writer.

The Site does not allow Right Click "save as" if you do you only get the HTML link not the Document.

I am open to any suggestion
