I need to create a program (or find software) that enables the user to create hotspots in PDF files that can be coded in C#.

I have Adobe Reader version 7.0, and Microsoft Visual Studio.NET C# 2003. My computer runs on Windows XP. RAM and other computer specs should not be a problem.
