When I attempt to download/install Reader 9.1 the result is an error 1606 panel. The when I attempt to uninstall reader 9.0 the same error is the result. At this point I am unable to read pdf files. using Vista home premium.

Try using the Microsoft Installer Cleanup Tool to remove all vestiges of 
Reader.
