You should be able to (after importing), but it's a bit complicated. The
"graphic layer options" property of an imported page returns a reference to
the "graphic layer option" object, and this object has "graphic layer" as
elements. One of the properties of a graphic layer is "current visibility".

So, for example (untested):

    tell document 1
        tell graphic layer options of imported page 1 of page item "Frame 1"
            set update link option to keep overrides
            set current visibility of graphic layer 2 to true
            set current visibility of graphic layer 4 to false
        end tell
    end tell
