Create XML that's not part of document?

Is there a way to create an XML structure that's *not* part of a
document?  I want to build an XML structure in memory, but not have
the tags show up in either the Tags panel or the Structure View.
Later I'll export this XML to a file.

Possible?  Any suggestions?
