Use the CreateOutlines method of any text object, table object, or text frame. For example, given a text frame object reference "myTextFrame": 

myTextFrame.CreateOutlines 
 

CreateOutlines has an optional parameter DeleteOriginal--set it to True to delete the original text object and replace it with the outlines; set it to False to create a new page item (containing the outlines) on top of the text object.
